The National Agency for the Regulation of Activities relating to Cannabis, created under the provisions of Law No. 13-21, is responsible for the implementation of the State Strategy in the field of cultivation, production, manufacturing, transformation, and commercialization, export of cannabis and import of its products for medical, pharmaceutical and industrial purposes.

Missions

Regulation and control of the legal cannabis industry

- Regulate the legal cannabis sector in accordance with the Kingdom's international commitments.

- Establish a rigorous system of control of activities and traceability of cannabis along the links of the production chain.

Development of the legal cannabis sector

- Organize and develop the various links in the chain from seed production to the commercialization of the finished product.

- Support scientific research to promote the use of legal cannabis.

- Attract international operators in the cannabis transformation and manufacturing industry.

- Encourage and support domestic and foreign investment in the transformation and manufacturing of cannabis products.

- Contribute to the conversion of current illicit activities into legal, sustainable and income-generating activities, with particular concern for the protection and promotion of national heritage.

Support for farmers and operators

- Accompany and support operators from the completion of the first authorization procedures to the production phase

- Coordinate, support and supervise consulting services to professionals in the sector

- Ensure on-the-ground monitoring of all operations relating to cannabis.

Only companies governed by Moroccan law may hold authorizations to carry out activities relating to legal cannabis.
